Kim Reynolds, who said Iowa should wait for federal regulators. A second, more ambitious bill, HF 978, would have made Iowa the first Midwest state with a licensed psilocybin treatment program for PTSD. It passed the House 84-6 in April 2025, cleared two Senate committees in 2026 — Health and Human Services on March 19, where it was narrowed to PTSD patients, and Ways and Means on May 1 — and then died when the session ended without a Senate floor vote. Possession
Possessing psilocybin mushrooms is a crime in Iowa. Psilocybin is a Schedule I controlled substance under Iowa Code chapter 124, and a first possession offense is a serious misdemeanor under Iowa Code 124.401(5).
Cultivation
Growing psilocybin mushrooms is illegal in Iowa and is treated as manufacturing a Schedule I controlled substance. Under Iowa Code 124.401(1)(c)(9), manufacturing or delivering a schedule I substance not otherwise listed is a class "C" felony.
Retail / purchase

Gov. Kim Reynolds vetoed it on June 11, 2025, writing that psilocybin "should first be FDA approved and rescheduled by the DEA before the State of Iowa considers rescheduling." Separately, HF 978, creating a state-licensed psilocybin production and treatment program, passed the Iowa House 84-6 on April 21, 2025. The Senate Health and Human Services Committee approved it on a voice vote on March 19, 2026, adopting amendment S-5119, which narrowed eligibility to patients with verified post-traumatic stress disorder and moved oversight to the existing Medical Cannabidiol Advisory Board, renamed and expanded as the Iowa Medical Controlled Substances Advisory and Licensing Board. The bill was then re-referred to Senate Ways and Means, which reported it out on May 1, 2026. No Senate floor vote ever happened; the session ended in early May 2026 and the bill died with the two-year 91st General Assembly. As of late July 2026 the official bill history shows no action after May 1, 2026.
Under Iowa Code 124.401(5), a first-offense possession is a serious misdemeanor (up to one year in jail plus a fine), a second offense is an aggravated misdemeanor, and a third or subsequent offense is a class "D" felony. Courts are directed to impose at least 48 hours of imprisonment for a possession violation, though the sentence may be suspended with probation. Manufacturing (which includes growing) or delivering psilocybin is a class "C" felony under Iowa Code 124.401(1)(c)(9).
