Portland is one of the few cities in the United States where an adult can lawfully take psilocybin — and still not one where anyone can lawfully buy it. Under Measure 109 and ORS 475A, Oregon licenses service centers where people 21 and over consume a measured dose on site, supervised by a state-licensed facilitator. No prescription, diagnosis or Oregon residency is required, and the product never leaves the building. Everything outside that system remains a crime: HB 4002 ended Measure 110's decriminalization on September 1, 2024, so carrying mushrooms through a Portland park is again a misdemeanor, though Multnomah County's deflection program means police may offer treatment instead of arrest. The program is contracting, not expanding — of 35 service centers ever licensed statewide, only about 22 were still operational as of June 2026, with 14 closures since early 2024 amid high costs, and OHA has proposed doubling the $10,000 annual licence fee. OHA's voluntary licensee directory, which is opt-in and not a complete list, showed 19 service centers statewide when checked on 29 July 2026, five of them in Portland. The smoke shops on Burnside and Woodstock sell functional-mushroom supplements and glass — not psilocybin.

The legal picture in Portland

Oregon's Measure 109 program (ORS 475A), run by the Oregon Health Authority as Oregon Psilocybin Services, licenses service centers where adults 21+ consume a measured dose on site; no prescription, diagnosis or Oregon residency is required, and product may never leave the premises. Multnomah County did not opt out, and Portland is the centre of gravity for the whole program — Multnomah County residents have accounted for roughly a third to nearly half of all in-state clients, far more than any other county. Outside that system psilocybin is still a controlled substance: HB 4002 ended Measure 110's decriminalization effective September 1, 2024, making personal possession a misdemeanor-level offense again. Multnomah County runs a deflection program launched in autumn 2024, under which police may offer an eligible person transport to a Coordinated Care Pathway Center instead of arrest — but deflection is voluntary, has eligibility conditions (18+, no outstanding warrants, no medical or mental-health emergency), and is offered at the officer's discretion rather than guaranteed. In mid-2026 OHA proposed doubling licence fees for service centers and manufacturers from $10,000 to $20,000 a year and for facilitators from $2,000 to $4,000, while eliminating the nonprofit discount, alongside a move to merge psilocybin oversight with the state's medical marijuana regulators.

What about the storefronts you may have heard of?

Portland has repeatedly seen unlicensed storefronts, pop-ups and 'donation' or 'gifting' schemes advertise psilocybin mushrooms as if Oregon's program made retail sale legal. It does not: Measure 109 authorises supervised consumption at licensed service centers only, and the best-known Portland shop of this kind opened in late October 2022 and was raided and shut for good six weeks later, in December 2022, with arrests, a felony prosecution and tens of thousands of dollars forfeited. Similar operations, along with social-media and delivery sellers, resurface periodically. Buying from them carries real exposure — criminal liability for both seller and buyer since possession was recriminalized in September 2024, no lab testing or dose labelling, no species verification, and no recourse if a product is mislabelled or adulterated. Shroomap does not list or link unlicensed sellers.

Legal alternatives

Non-psychoactive functional mushrooms — lion's mane, reishi, chaga, cordyceps — are ordinary dietary supplements and are widely stocked in Portland grocers, herb shops and head shops. Amanita muscaria is a different case: it is not a federally scheduled controlled substance and is not scheduled in Oregon, so muscimol gummies and extracts are sold openly here, but the FDA has not approved it for use in food or dietary supplements, and it is a genuinely different, less-studied and not risk-free drug rather than a psilocybin substitute. Psilocybin spore syringes are sold by microscopy vendors in most US states because spores themselves contain no psilocybin, but germinating them into fruiting mushrooms is manufacture of a controlled substance in Oregon. Portlanders do not need to travel for lawful supervised psilocybin — Oregon was the first licensed jurisdiction in the country, and Colorado's licensed healing centers are the only other jurisdiction with comparable licensed centers open today.

Where to buy shrooms in Portland?

There is no legal place to buy psilocybin mushrooms over the counter in Portland — not at a dispensary, not at a head shop, not by delivery. Oregon's law legalised supervised consumption, not retail sale. The only lawful route is to book with a licensed service center, where you are screened in a preparation session, take a measured dose on site with a licensed facilitator present, and leave without any product. Anything advertised as a Portland shroom shop or mushroom delivery is operating outside the licensed system.

Are magic mushrooms legal in Portland in 2026?

Only inside the licensed program. Measure 109 made supervised psilocybin services legal statewide, and Multnomah County allows service centers to operate. But Measure 110's decriminalization ended on September 1, 2024 under HB 4002, so possessing mushrooms outside a licensed service center is once again a criminal offense in Portland. Multnomah County runs a deflection program under which police may offer treatment and support instead of arrest, but it is voluntary, discretionary and has eligibility rules — it is not an automatic pass. Growing or selling remains a felony-level offense.

How much does a psilocybin session cost in Portland?

Expect several hundred to a few thousand dollars. Prices are set by each center rather than regulated — one Portland center publicly lists $500 for a group session and $925 for a private one in 2026, while retreat-style and high-dose 1:1 programs run considerably higher. Insurance does not cover it, and the fee generally bundles preparation, the supervised session itself and integration. You must be 21 or older; Oregon residency and a medical referral are not required, so out-of-state visitors can book. Costs are under upward pressure: OHA has proposed doubling the annual service-center licence fee to $20,000.
